DOPESHEET: Lithuania's parliament approved a deficit-slashing budget for 2014, with the goal of bolstering the Baltic state's bid to join the Euro zone. The government continued to pursue rigorous financial discipline, social democrat Prime Minister Algirdas Butkevicius told the Parliament. The budget aims to narrow the public sector deficit to 1.9 percent of gross domestic product (GDP), down from 2.9 percent this year. Lithuania expects to join Euro zone in 2015, its members are required to pull the deficit under 3.0 percent. Eighty-one lawmakers voted for it, while 32 voted against and 14 abstained. The budget foresees nearly 31 billion litas (9 billion euros) in spending and 30 billion litas in revenue, with a growth forecast of 3.7 percent this year and 3.4 in 2014. Value-added tax (VAT) will remain the largest single source of budget revenues next year and should bring nearly 9.8 billion litas into the state's budget. Parliamentary opposition leader Andrius Kubilius of the Conservatives praised the government for its compliance with fiscal discipline. However, he criticised the Cabinet for its decisions to increase wages for officials instead of earmarking more money for cultural workers, pensioners and other needs. According to the Interstate Statistics Committee, Belarus is among the three lead countries of CIS by GDP growth in 2010. Uzbekistan posted the highest GDP growth last year - 8.5%. It is followed by Turkmenistan. Belarus is third with 7.6%. The indicators of Kazakhstan, Moldova, Ukraine, Azerbaijan and Tajikistan are ranging from 5 to 7 percent. Russia, Armenia and Kyrgyzstan are at the bottom of the list. The Gross Domestic Product in the CIS increased on average by 4.5% in 2010. Belarus becomes last year's industrial production growth leader with 11, 3 percent. All in all, the respective index increased by 8, 7 among the CIS countries during 2010. The lowest growth rates of industrial production were observed in Azerbaijan - 2, 6 per cent. Meanwhile the CIS Interstate Statistical Committee doesn't have any data on Turkmenistan.

The Turkish economy grew by 5 percent in the first quarter of the year. The Turkish Statistical Institute (TURKSTAT) announced the Gross Domestic Product (GDP) data for the first quarter of the year (January-March). Accordingly, the GDP forecast increased by 5 percent in the first quarter of this year, compared to the same quarter last year, as a chain volume index. Production method gross domestic product estimate in the same period increased by 14.3 percent in the current period, was determined as 641 billion 584 million pounds. The total value added of the agriculture sector increased by 3.2 percent in the chain volume index, 5.3 percent in the industrial sector, and 3.7 percent in the construction sector, according to the same quarter of the previous year in the January-March period of this year. The added value of the services sector, which is the sum of trade, transportation, accommodation and food service activities, increased by 5.2 percent. Economists who participated in AA Finance 's "Growth Expectations Survey" had a 3.8 percent average growth expectation for the first quarter of the year. The Turkish economy grew by 4.5 percent in the first quarter of last year and by 2.9 percent in the whole year. The growth rate in the last quarter of last year was 3.5 percent.

Oil-rich Azerbaijan is booming and the wealth is trickling down to its poorest people. This means that its president doesn't even need to clamp down too hard to assure he triumphs in elections this week. Ilham Aliyev appears to be so confident of his popularity that his government has magnanimously allowed the opposition to freely convene for rallies in the centre of the capital - only to see the events draw tepid crowds of a few thousand. Aliyev hasn't even really bothered to campaign for Wednesday's election, confident that the cult of personality that has sprung up around him is sincere. He has in the past shown little tolerance for dissent and extended his rule through elections criticised by Western observers. At the same time, he has firmly allied the Shia Muslim nation with the West, helping secure its energy and security interests and offset Russia's influence in the strategic Caspian region. That strategy has translated into fabulous wealth. Under Aliyev, the nation of nine (m) million people has basked in oil riches that have more than tripled its gross domestic product and transformed the once-gritty capital, Baku, into a shining modern city. As windfall oil revenues have filtered down to Azerbaijan's poorest, the opposition has found it hard to assail the government's economic policies, and the main opposition candidate, historian Jamil Hasanli, focused on government corruption and social inequality. But with his political foes weakened by years of relentless government pressure - and bitter infighting - Aliyev is all but certain to roll over the main opposition challenger and eight fringe candidates on Wednesday. Aliyev inherited the presidency from his father, Geidar Aliyev, who had ruled Azerbaijan first as the Communist Party boss and then as a post-Soviet president for the greater part of three decades. Initially dismissed by critics as a playboy unfit for governing, he quickly consolidated his power and stifled dissent. He was re-elected by a landslide in a 2008 vote boycotted by major opposition parties and again criticised by Western observers. He then rammed through a constitutional referendum that scrapped presidential term limits. International rights groups have accused him of pressuring and harassing government critics. Human Rights Watch said in a report last month that the clampdown on freedom of expression and assembly had intensified in the months preceding the vote. The government, however, loosened the reins ahead of the ballot, withdrawing its long-held ban on rallies in the centre of the capital. "Today in Azerbaijan there is no democratic environment," said opposition candidate Hasanli. "The Azerbaijani government does not want to conduct democratic and free elections. There is no democratic atmosphere in the country." Elkhan Shahinoglu, an independent political analyst, says that "these elections are very important, but I do not think they will influence the current situation and force government to change." While leaving little breathing space for his domestic foes, Aliyev has expanded energy and security ties with the West, becoming an indispensable regional partner for the United States and the European Union. BP, ExxonMobil and other Western oil giants have invested billions of dollars to tap Azerbaijan's oil riches. An oil pipeline backed by the US and EU to pump Azerbaijani crude via Georgia to Turkey, bypassing Russia, went into operation in 2005, a pivotal element in a Western strategy to reduce Europe's dependence on Russian energy resources. In the future, Azerbaijan would be a necessary conduit for any prospective pipelines under the Caspian to carry energy resources from Central Asian nations to Western markets. Arizona State Senate expresses support for Azerbaijan's territorial integrity On January 30, 2014, the State Senate and House of Representatives of U.S. State of Arizona adopted a resolution dedicated to Azerbaijan. The Consul General of Azerbaijan in Los Angeles Nasimi Aghayev attended the plenary sessions of both chambers during the adoption of the resolutions. Before the adoption, the resolution authors presented the Consul General to the legislators and stressed the importance of Azerbaijan for the United States. Then the resolution was unanimously adopted by both houses of the Legislature. The resolution notes that the United States and Arizona support Azerbaijan's territorial integrity and sovereignty, and the international community does not recognize Nagorno-Karabakh as an independent entity. It says that the "OSCE Minsk Group is tasked to facilitate negotiations between Armenia and Azerbaijan toward a political settlement of the conflict based on the principles and norms of international law and the decisions and documents adopted by the OSCE and the applicable UN Security Council resolutions." In this regard, the resolution stresses that the "UN Security Council, in its resolutions 822, 853, 874 and 884, and the international community, including NATO, the UN, the Organization of Islamic Cooperation and the Non-Aligned Movement, have reaffirmed support for the sovereignty and territorial integrity of Azerbaijan." According to the document, "the resolution of the Armenia-Azerbaijan conflict will bring relief to the hundreds of thousands of Azerbaijani refugees who have been displaced because of this conflict." Given the afore-mentioned, the legislators express support for "the reinvigoration of United States efforts aimed at a swift and just political settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict." Speaking of Azerbaijan's development since independence, the document also notes that over the past decades, "Azerbaijan has succeeded in rebuilding its economy, tripling its gross domestic product (GDP) and becoming a rapidly developing member of the global economy." "Accounting for 80% of the GDP of the South Caucasus region, the Republic of Azerbaijan is the United States' biggest trade partner in the South Caucasus," so the resolution. Calling Azerbaijan "a strategic partner of the U.S. in the strategically important South Caucasus region," the resolution stresses that "over the past twenty years, the U.S. and Azerbaijan expanded their partnership and developed multifaceted cooperation on issues ranging from energy security, to the fight against international terrorism, to efforts against drug and human trafficking, to nonproliferation of weapons of mass destruction." The resolution further says that "Azerbaijan initiated a number of strategically important trans-regional energy and transportation projects like the Baku-Tbilisi-Ceyhan oil pipeline, the Baku-Tbilisi-Erzerum gas pipeline and the Baku-Tbilisi-Kars railway, which contribute to the prosperity of both Azerbaijan and some of our regional allies, including Turkey and Georgia." It is noteworthy that this is the second resolution on Azerbaijan by the Arizona State Legislature. The first resolution was adopted in May 2013 and covered the strategic partnership between the U.S. and Azerbaijan. Economy Grew at 4.1% Rate in Quarter, With Some Asterisks The Commerce Department released its initial estimate of second-quarter economic growth on Friday, providing the latest snapshot of the American economy. The Numbers ■ United States gross domestic product rose at an annual rate of 4.1 percent in the second quarter, up from 2.2 percent in the first three months of the year. It was the strongest quarter of growth since 2014. ■ Consumer spending rose 4 percent, but private investment fell slightly. ■ Exports rose 9.3 percent, driven in part by a surge in soybean shipments tied to President Trump’s trade policies. ■ Consumer prices rose at a 1.8 percent annual rate. Mr. Trump didn’t wait for the numbers to be released to herald rosy news. At an event in Iowa on Thursday, he said he was expecting very strong result, noting predictions that ran to 5 percent or higher. “We’ll take anything with a four in front,” he said.

We must grow faster than the rest of the world if we want to take the lead within todays complex rules of global competition. We must be ahead of other countries in our growth rate, in the quality of our goods and services and level of our education, science and culture. This is a question of our economic survival. It is a question of ensuring that Russia takes its deserved place in these changing international conditions. I realise that this is a far from easy task, but we are up to it and we can resolve it only through our own efforts. Whether or not we can become a society of truly free people free both economically and politically - depends only on us. Reaching our priority national goals depends only on us. These goals are well-known: doubling our gross domestic product over the next decade, reducing poverty, increasing peoples prosperity and modernising the armed forces. Again I would like to say that today, for the first time in many years, we can make forecasts not just for a few months or even a year ahead, but for a decade ahead. Our achievements over recent years now give us the base we need to finally tackle those problems that can be resolved, but only so long as we have certain economic potential, political stability and an active civil society. It is far from everyone in the world that wants to have to deal with an independent, strong and self-reliant Russia. Political, economic and information pressure have become weapons in the global competitive battle today. Our efforts to strengthen our state are sometimes deliberately interpreted as authoritarianism. In this respect I want to say that there will be no going back on the fundamental principles of our politics. Commitment to democratic values is dictated by the will of our people and by the strategic interests of Russia itself. Russias greatest competitive asset and the main source of its development is its people. Making our country strong and prosperous requires ensuring a normal life for all our people, those people who are producing quality goods and services, are enriching our national culture and building a new country. In order to open up this potential, we must create the conditions for a safe life and reduce the crime rate in the country. We must improve the nations health, prevent increase in drug use and resolve the problem of homeless children. We must bring down the mortality rate, increase peoples life expectancy and overcome the population decline. We could find ourselves already in the near future facing labour shortages and an increased social burden placed on the younger generation of the workforce. As you know, previous addresses tended to focus on the general social and economic objectives facing us. Today I think I should, and can, break with this tradition and focus on the objectives that concern practically every citizen and every Russian family. Our task now is to resolve the most pressing problems for our citizens. These are, above all, accessible and good-quality housing, education and healthcare. We now have the capacities we need to find effective solutions to these problems and I would like to look at them in more detail.

The last GDP number was 3.2% with the outlier of a soybean export increase. Friday’s report will tell us if that was just a blip on the radar. We discussed in a recent vlog how this could have distorted this GDP number and that we would eventually return to normal. Britain’s Prime Minister Teresa May will visit Trump Also on this Friday, the Prime Minister of Great Britain, Teresa May, will fly in and be the first foreign leader to visit with Donald Trump. We believe this is not a coincident as their rise to power is similar and they are both populists. They will be discussing the European Union and NATO among other topics. Regulatory changes for a stronger economy There may be more regulatory changes on the way. We have already seen regulatory changes in NAFTA, the Trans Pacific, and other agreements. If more regulations like these would be eliminated, we could see a lot more mid-range growth from the bottom up with new businesses like we had in the 1990’s. This would bring back optimism which would translate in to a stronger economy. If we see small businesses grow, banks will be lending more money, there will be more hiring of people, which lead to people spending more money, and on and on it goes. Markets are watching Trump The jury is still out as President Trump said in his inauguration speech that he wanted more political action and less political speech. As we start this first week of his administration, the markets will be watching closely to see how all this plays out. Azerbaijan's incumbent President Ilham Aliyev cast his vote on Tuesday in what is being seen as the country's most predictable presidential elections. Ilham Aliyev attended a polling station in the nation's capital Baku together with his wife Mehriban Aliyeva and daughter Leyla Aliyeva. They declined to speak to the media after voting. More then five million voters are eligible to cast their ballots across the country. With his political foes weakened by years of relentless government pressure and bitter infighting, Ilham Aliyev is all but certain to roll over the main opposition challenger Jamil Hasanli and eight fringe candidates on Wednesday. Oil-rich Azerbaijan is booming and the wealth is trickling down to its poorest people. It all means that its president doesn't even need to clamp down too hard to ensure he extends a decades-long dynastic rule in elections this week. Ilham Aliyev appears to be so certain of his popularity that his government has magnanimously eased tight restrictions on the opposition and allowed it to freely convene for rallies in the centre of the capital - only to see the events draw tepid crowds of a few thousand. Aliyev hasn't even really bothered to campaign for Wednesday's election, confident that the cult of personality that has sprung up around him is sincere. Aliyev looks and sounds like a Western statesman - sporting immaculately tailored suits and speaking fluent English - but he has in the past shown little tolerance for dissent and extended his rule through elections criticised by Western observers. At the same time, he has firmly allied the Shia Muslim nation with the West, helping secure its energy and security interests and offset Russia's influence in the strategic Caspian region. That strategy has translated into fabulous wealth. Under Aliyev, the nation of 9 million has basked in oil riches that have more than tripled its gross domestic product and transformed the once-gritty capital, Baku, into a shining modern city. The State Oil Fund that accumulates oil revenues held 34 billion US Dollars as of the start of the year. The C-40 group works closely with the Clinton Climate Initiative according to their web page to help cities reduce their greenhouse gas emissions. The summits allow mayors to share information and plans to cut down those emissions and as Bloomberg also said it "sets the agenda for people everywhere."
