The Council of the Baltic Sea States is an overall political forum for regional cooperation. Consisting of 11 Member States (Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia & Sweden), as well as a representative of the European Union, it supports a global perspective on regional problems. These include politically and practically translating the UN Sustainable Development Goals, the Paris Climate Agreement, the Sendai Framework on Disaster Risk Reduction, the Palermo Protocol and the UN Convention on the Rights of the Child, into regional actions on the ground. In addition, the CBSS functions as a coordinator of a multitude of regional actors in the areas of its three long-term priorities. It is a strength of the organisation, that political level agreements can be put into action through concrete projects. Set up in 1992 to ease the transition to a new international landscape, the organisation today focuses on themes such as societal security, sustainability, innovation & education, as well as countering human trafficking. BALEX organised a half-day conference on 23 November 2018 in Turku, Finland. The event was organised in cooperation with EUSBSR HA Neighbours. There is a great number of governmental and non-governmental institutions and actors involved in Baltic Sea Area governance and cooperation. However, during recent years, tensions and lack of trust have increased in the region. The cooperation in the region continues despite of the tensions, but the changes have challenged Baltic Sea region actors to find new ways of working and to redefine their role. The European Union Strategy for the Baltic Sea Region (EUSBSR) is the first Macro-regional Strategy in Europe. The Strategy was approved by the European Council in 2009 following a communication from the European Commission. The Strategy is divided into three objectives, which represent the three key challenges of the Strategy: saving the sea, connecting the region and increasing prosperity. Each objective relates to a wide range of policies and has an impact on the other objectives. WHY? The Strategy is an agreement between the Member States of the EU and the European Commission to strengthen cooperation between the countries bordering the Baltic Sea in order to meet the common challenges and to benefit from common opportunities facing the region. WHO? The EU member states involved in the EUSBSR are Sweden, Denmark, Estonia, Finland, Germany, Latvia, Lithuania and Poland. The EUSBSR implementation is coordinated in close contact with the European Commission and all relevant stakeholders, i.e. other member states, regional and local authorities, inter-governmental and non-governmental bodies.The Strategy is also welcoming cooperation with EU neighbouring countries (Russia, Iceland, Norway and Belarus). HOW? The EUSBSR is implemented in concrete joint projects and processes. Projects and processes named Flagships of the EUSBSR demonstrate especially well the progress of the Strategy. However, no new funding or institutions have been founded to support the implementation of the Strategy. Instead, the EUSBSR, as all Macro-regional Strategies, is based on effective and more coordinated use of existing funding sources, and the promotion of synergies and complementarities. Facelifting the Baltic Sea Region: New actors perspectives and technologies in regional cooperation

A workshop organised by the Swedish Institute and the Council of the Baltic Sea States at Almedalen 2014, where the Balticlab Project Development Programme 2013 participants presented their project prototypes, which had been developed throughout April- June 2013. The projects were developed under the guidance of mentors and industry professionals from the fields of PR, communication, innovation, entrepreneurship, cultural operations and the arts. Recorded: Monday 11 June 2018 (17:00–18:30) at Fotografiska in Stockholm The opening of the conference: Managing complexity: Addressing societal security challenges in the Baltic Sea region (11–12 June 2018) Societal security, or broad security, aims at providing safety for citizens by building effective and legitimate resilience in the face of various contingencies that often arise simultaneously. The transnational nature of many societal security challenges requires regional cooperation. Societal security is not a new policy issue in the Baltic Sea region. Cooperation in the Baltic Sea region has been evolving to include societal safety and security issues on the agenda of regional institutions. Ensuring a safe and secure region is one of the priorities of the Council of the Baltic Sea States. Societal security is at the core of the Policy Area Security of the European Union (EU) Strategy for the Baltic Sea Region. The opening plenary session will set up the context for the conference and discuss the following questions: What are the most acute societal security challenges in the Baltic Sea region? What are regional initiatives to respond to the societal security contingencies? Are the current regional cooperation efforts sufficient to withstand security risks in the region? Lithuania became a member of the United Nations on 18 September 1991, and is a signatory to a number of its organizations and other international agreements. It is also a member of the European Union, the Council of Europe, Organization for Security and Cooperation in Europe, as well as NATO and its adjunct North Atlantic Coordinating Council. Lithuania gained membership in the World Trade Organization on 31 May 2001, and currently seeks membership in the OECD and other Western organizations. Lithuania has established diplomatic relations with 149 countries. In 2011, Lithuania hosted the Organization for Security and Co-operation in Europe Ministerial Council Meeting. During the second half of 2013, Lithuania assumed the role of the presidency of the European Union. The stamp is dedicated to Lithuania's presidency of the European Union. Post of Lithuania, 2013. Lithuania is also active in developing cooperation among northern European countries. It has been a member of the Baltic Council since its establishment in 1993. The Baltic Council, located in Tallinn, is a permanent organisation of international cooperation that operates through the Baltic Assembly and the Baltic Council of Ministers. Lithuania also cooperates with Nordic and the two other Baltic countries through the NB8 format. A similar format, NB6, unites Nordic and Baltic members of EU. NB6's focus is to discuss and agree on positions before presenting them to the Council of the European Union and at the meetings of EU foreign affairs ministers. The Council of the Baltic Sea States (CBSS) was established in Copenhagen in 1992 as an informal regional political forum. Its main aim is to promote integration and to close contacts between the region's countries. The members of CBSS are Iceland, Sweden, Denmark, Norway, Finland, Germany, Lithuania, Latvia, Estonia, Poland, Russia, and the European Commission. Its observer states are Belarus, France, Italy, Netherlands, Romania, Slovakia, Spain, the United States, the United Kingdom, and Ukraine. born in Vilnius on 1 March 1956. She studied at Vilnius Salomėja Nėris Secondary School. In 1983, she graduated political economy from the then Leningrad University. In 1988, she defended her thesis at Moscow Academy of Public Sciences and received doctoral degree in economics. In 1993, the Research Council of Lithuania granted her an academic degree of doctor of social sciences. In 1992, she completed a special six-month program for senior executives at Georgetown University in Washington. In 1983, she worked as scientific secretary at the society "Žinija" under the Academy of Sciences. She was Head of the Agriculture Division at Vilnius High Party School in 1983-1984, and later, from 1985 to 1990 - a lecturer at the Department of Political Economy.
